In August 2024, the Pullman Parks & Recreation Department embarked on its first consultant-guided master planning process, culminating in Pullman’s 2025 Parks, Recreation, and Open Space Plan. This plan serves as an update to Pullman’s 2020 Comprehensive Five Year Plan, and was intended to create a roadmap for the Department moving forward.
The City of Pullman maintains 165 acres of public park and recreation land, and is in a unique situation as a majority of the town’s residents include college students at Pullman’s very own Washington State University. To capture these users and steady Pullman residents alike, PROS utilized a robust community outreach plan, including direct engagement with Pullman’s City Council, Chamber of Commerce, and other community groups. Additionally, with the direction and facilitation of the ETC Institute, PROS helped to administer a city-wide statistically valid survey that garnered over 350 responses. These efforts, in conjunction with a project website developed and managed by PROS, led to a project process that propped up Pullman residents as the top priority.
PROS worked with the Pullman Parks & Recreation team to reclassify their level of service needs, identify areas of need, and redefine what their priorities should be moving forward as a Department and a community asset. Utilizing a benchmark analysis to identify how the Department matches up against agencies of similar size and region, paired with PROS’ proven process of service analysis to identify community needs, Pullman Parks & Recreation and PROS created a strategic action plan with attainable, feasible initiatives for the next ten years of Pullman parks, recreation, and open spaces.
