PROS Consulting led the development of Noblesville’s five-year Parks and Recreation Master Plan, creating a community-driven and data-supported roadmap for the City’s parks, trails, facilities, programs, operations, and future investments. The plan addressed more than 1,000 acres of parkland and undeveloped property, nearly 20 miles of trails, two municipal golf courses, athletic facilities, natural areas, and recreation amenities.
PROS completed park and facility assessments, level-of-service analysis, demographic and recreation trend analysis, benchmarking, program and operational evaluations, financial and funding analysis, and capital improvement planning. The team also reviewed related City plans and developed updated vision, mission, values, strategic priorities, and implementation actions.
More than 800 participants were engaged through a statistically valid survey, online and youth surveys, stakeholder interviews, focus groups, public forums, and interactive mapping. Key priorities included well-maintained parks, trail connectivity, nature-based recreation, indoor facilities, accessibility, and sustainable growth.
The final plan provided prioritized recommendations for parks and facilities, programming, staffing, maintenance, funding, partnerships, and long-term asset management. Major recommendations included expanding trail connections, reinvesting in existing parks, evaluating a multigenerational indoor recreation center, strengthening preventive maintenance and cost recovery practices, and aligning capital investments with long-term funding capacity
