A strategic plan for a Parks & Recreation Department is a rare opportunity for the agency and the City of Temple to take a moment to introspectively consider what are its priorities, why these are priorities, and how the department best serves the community. Different than a traditional master plan, this process is one that not just looks at best meeting community needs but also advancing the department’s own organizational excellence. The Temple Parks & Recreation Department is an award-winning agency with forward progress always on its mind.

The On the Move Strategic Plan worked to detail a guiding strategy for how Temple can meet the current and emerging needs of residents today and into the future. The Parks & Recreation system of Temple is the canvas on which so much of that is made possible and provides the venues through which the City’s residents pursue healthy lifestyles, come together, grow their skills, and build connections. As a result, On the Move prioritizes Temple’s vision of responsible public service, embraces the history of the City, is accountable to the present, and looks to the future.
PROS worked with the Temple Parks & Recreation to establish a long-term plan focusing on sustainability and maximizing resources while providing an appropriate level/balance of facilities, amenities, and services throughout the community. The Strategic Plan in many ways celebrates the current and recent successes of the Department while not completely rethinking what has transpired up to now. Rather, it creates a new “game plan” for the City to follow for the next 10 years based on sound data, local values and traditions, and a rapidly evolving future.
