In 2022, Roseville’s Parks, Recreation and Libraries Department determined there was a need for a system Strategic Master Plan to guide the Department for the next ten years to service the recreation, park and library needs of all its citizens to continue to make Roseville the city of choice to live, work, and play. This Strategic Master Plan is currently serving as a road map to guide PRL towards accomplishing its vision and mission, by providing recommendations to facilitate the successful operation, maintenance and development of Roseville’s parks, open space, amenities, facilities, programs, libraries, museum and services.
This project process involved various data analysis and outreach methods such as community focus groups, key stakeholder interviews, a demographics and trends analysis, and a statistically valid needs analysis survey, alongside an online survey open to all residents and visitors. Merging insights gleaned from these interactions with the community with technical analysis, the final Strategic Master Plan serves to guide the management and development of Roseville’s parks, recreation, and libraries for the next ten years to ensure continued high-quality experiences and services for the Roseville community.
