Professional Experience
Jill is the retired director of Roseville Parks, Recreation & Libraries. She has more than 40
years in parks, recreation and leisure services, with over 20 years of executive level
experience. Before relocating to California, she served as the Executive Director of the
Johnson County KS Park and Recreation District in the Kansas City metropolitan area. Jill
successfully guided both agencies through CAPRA accreditation and now serves as a
CAPRA Commissioner. Under Jill’s leadership, the Johnson County Park & Recreation
District earned the National Gold Medal Award in 2017, while Roseville’s Parks, Recreation &
Libraries Department has been recognized as a Gold Medal Finalist for four consecutive
years (2022-2025). Throughout her career, Jill has collaborated extensively with consultants
and brings a well-rounded understanding of planning processes from both advisory and
implementation perspectives. She has led the development of numerous initiatives, including
strategic, succession, and sports tourism plans, and has participated in dozens of parks and
facilities master planning processes. Jill served on the Kansas Governor’s Council on Fitness
from 2014-2019 and has received multiple professional honors, including being named a
Distinguished Fellow by the Kansas Recreation & Park Association in 2018 and a
Professional Fellow by the National Association of County Park & Recreation Officials in
2020. She has also been a member of the American Academy for Park and Recreation
Administration since 2019. Currently, Jill chairs the Organizational Sustainability Committee
for the Board of the non-profit Roseville Police Activities League and contributes as a
planner/facilitator for the Roseville Chamber of Commerce’s prestigious Leadership Roseville
program. She is routinely invited to present at state, regional, and national conferences on
the topics of leadership, succession planning, sponsorships, accreditation, and organizational
culture.
